The Department of Social Work, MSW Program was awarded the first MSW Title IV-E Contract from the MN Department of Human Services to establish a graduate level Title IV-E Child Welfare Stipend Program (CWSP) at Minnesota State University, Mankato for Academic Year 2012-2013.  The goal of Title IV-E is to support the recruitment, education, and or retention of a well-prepared public child welfare work force to enhance the service delivery system in Minnesota.  The Minnesota Department of Human Services, 2010, states:

The overall purpose of Title IV-E child welfare training programs is to support the delivery of quality public child welfare services to children in foster care and special needs children waiting for adoption. This goal is achieved by financially supporting the education of public employees or persons seeking future employment in a public child welfare agency. The federal government supports the investment in the education of these individuals based on the belief that an educated child welfare workforce leads to quality service delivery resulting in improved child safety, permanency and well-being outcomes. In return, individuals benefiting from this program are expected to remain or accept jobs in the field of public child welfare. The program requirement of post-degree employment in a public child welfare agency supports retention of an educated child welfare workforce.
